Ocean Estate Regeneration Project, Stepney Green

Project Details: A £200 million regeneration programme for the London Borough of Tower Hamlets. In 2009, the council appointed the East Thames Consortium (East Thames, Bellway Homes & First Base) as their development partner, following a complex OJEU procurement through a competitive dialogue process.

A key role in the competitive dialogue process was maintained and subsequently a formal basis upon which all aspects of the project could be regularly reviewed and monitored to ensure compliance with the Project Development Agreement was set up and entered into by the council and the consortium. Managed initial co-ordination of the design and planning team, led by the architects Levitt Bernstein, which went on successfully to achieve:

  • Outline planning permission for the alteration, conversion and redevelopment to provide for up to 819 residential dwellings and up to 1,300 sqm for  non-residential use.
  • Full planning permission to provide 704 residential dwellings and up to 1,300 sqm for non residential use.
